OSHA 29 CFR 1910.106 regulations also help determine the chemicals which needs to be stored in a Flammable Safety Cabinet. 

OSHA classifies any liquid having a flashpoint at or below 199.4 °F (93 °C) as Flammable liquid.

The more flammable a chemical is, the restrictions on use and storage goes up.
